Harrow Road
The intersection at the POW pub,
The Junction

Ten Years ago it was a five road intersection, with a minimal island for crossing and access to underground toilets.

Then traffic flows where redesigned and local pedestrians found a domain with a name, "The Piazza", effectively a small city square was reclaimed, or perhaps born.

Equidistant to the post office, five churches, police station, shops, schools, pubs, bank, it is common ground for local urban life.

Broadly, my thought for the square is:
To further confirm the social function it developed so far, by upgrading its status to that of a small civic square.

This is done, by making meaning be design premise.
Consequently:

I
The ground gained has to be settled, made permanent, solid, appropriately paved, and for that: flag stones, light in color and large are my recommended first choice.

II
Since the beginning squares had a center of attention, a role given to statues, altars, monuments, wells, fountains, trees etc.

In our case this so far missing element can be well represented by a mature tree of character.

Imbued with layers of significance shared by all cultures;
An oak that was in its late teens at the time when WW2 begun, is my preference.
A tribute to the generation that taught the local community the value of resilience.

As for gravitas, its vessel would be an archaic block, the site for commemorative plaques.

Fences and pillars need to be more robust.

The Westway

Built over forty years ago, is the largest construction in the Paddington Basin

For a history by The Westway Development Trust;
http://www.westway.org/aboutus/history/history.aspx

Three aspects of its presence affect the health of the local residents:

1. Air Quality

Emissions from motor transportation are a matter for Central & European government.

KCW health authority, document: 6

Local involvement and influence is accessible through:

The Mayor’s draft Air Quality Strategy for public consultation

Indoor air quality is considered later ( link 12 )

2. Noise

Westway traffic is source of the background sound of the locality, all other sounds add to the level established by it,
and they are high.

Local traffic noise levels visually represented by Defra:
(at the Interactive Noise Map section find the 'here' access link, then tick street match on selection type and write harrow road, confirm and then select the harrow road W9 link)

Low noise surface technologies and sound barriers are well tried, they would alleviate the atmosphere and, would be seen

3. Beauty

Metropolis - Futuropolis - Megalopolis
The visions that shaped modernity are all in.
Also it has a megalithic quality,
A rock icon, , sublime
Yes. .
But for most on ground level, it is at best an object of denial, whose proximity gives out "the grotto sensation"

Sand blasting, pressure-steam, coating, paneling etc. the means for solving "gs", are many.

Potential Development Area

photos: 10

The existing approach, an open air sports club, is better for a place with air to open to.

At present construction can be made to match practically any requirement for sound insulation. This, plus forced air ventilation with smart air intake & management systems, would deliver silence and the best local air in spaces for:

Offices, studios, workshops, hall, venue, gymnasium, exhibitions etc.

All this near to the canal, the underground, adjacent to a high-density habitat, with a good number of artists & sculptors already in the vicinity, plus a bus communication node within.

Walterton Estate

The estate has the potential for doing away with through traffic and becoming an almost car free zone, with landscaped streets for residents with safe spaces for children to play, and a local street market.

Technical & Art Education to engage with:

Murals,
they are local tradition worth taking forward.

Preparation of courses on how to convert vehicle engines to C zone compliance.

Setting a small culture to evolve from developing and running a solar canal bus. Education & enterprise with sight on self finance, generating local pride,
